As a follow-up to the recently completed thematic review of the "transition from initial education to working life" by the Organization for Economic Cooperation & Development (OECD), the OECD Education Committee and its Employment, Labour & Social Affairs Committee endorsed a new activity on "information, guidance and counselling services policies".

From a national and an international perspective, it is anticipated that the proposed OECD follow-up study will contribute to a more structured, formal analysis of career development policy and practice within the overall education and labour market context. It will also help situate and validate Canada and BC-specific initiatives within a generally accepted, internationally recognized framework that describes the purpose, principles, objectives, outcomes and results of career development.

The final report from the OECD, Career Guidance and Public Policy: Bridging the Gap, is now available online for browsing (free) or purchase. Please note, the free version can be downloaded and viewed but not printed on your computer.

From a provincial perspective, it is anticipated that the completed questionnaire for BC will provide a comprehensive overview of provincial career development policies and practices, together with significant detail on the roles of the career development stakeholders, the types and range of services delivered, and issues and challenges to be addressed in order to improve the quality and effectiveness of information, guidance and counselling services in the province.

In addition, it is anticipated that this work will serve as a useful background to support possible future sector initiatives such as the recently proposed study to identify and address common human resource development issues within a very heterogeneous and diverse career development sector.

Policies for Career Information, Guidance and Counselling Services in British Columbia: A Summary of the BC Response and Questions Arising from this Response... summary of the the BC response to the OECD questionnaire. Within each section, this report poses a series of questions that arise from the data and opinions presented in the main report and which suggest implications and issues that could be explored in future research, in policy and planning decisions at both the program and service provider level, and at events such as a proposed BC forum on career development and public policy.
