OECD Career Guidance Policy Review...
as a follow-up to the recently completed thematic review
of the "transition from initial education to working
life" by the Organization for Economic Cooperation
and Development (OECD), the OECD Education Committee and
its Employment, Labour and Social Affairs Committee have
endorsed a new activity on the subject of "information,
guidance and counselling services policies".
As stated, "
the principal objective
of this activity is to understand how the organization,
management and delivery of these services can help to advance
some key public policy objectives: for example, the provision
of lifelong learning for all and active labour market policies."
To date 12 countries, including Canada,
have agreed to participate in this new OECD activity.
Within
Canada, HRDC is participating at the national level while
the Council of Ministers of Education, Canada, (CMEC)
is
playing a major role in coordinating involvement of the
provinces and territories. British Columbia, through
the
Ministry of Advanced Education, is one of four provinces
which will be participating and contributing a provincial
perspective.
This provincial perspective will be provided
through completion of the "National Questionnaire"
on the subject of information, guidance and counselling
services policies and practices. More...

Canada Symposium on Career Development
Policy and Practice... proposed as a follow up to the 2nd International
Symposium on Career Development and Public Policy, held in
Richmond on March 5 and 6, 2001. Policy leaders and career
development professionals from seventeen countries focused
their collective expertise on making connections between career
development research and practice and the policy making process.
The proposed Canada Symposium will help
to engage a broad cross-section of Canadian stakeholders
involved in career development policy and practice in debate
and discussion around broad framework issues such as: the
purpose, goals and objectives of career development; the
interests roles and responsibilities of the players; performance
management, evaluation and accountability considerations;
human resources issues including guidelines and standards
for practice; and, future directions for supporting growth
of the career development sector.
Also, the OECD follow-up study on participating
country policies and programs for information, guidance
and counseling services is expected to provide a more structured,
formal analysis of career development policy and practice
within the overall education and labour market context.
A Canada Symposium will be an appropriate venue at which
to engage senior government officials and the career development
practitioner community in a review of the OECD research,
the preliminary results of which will be available by then.

Canadian Standards and Guidelines
for Career Development Practitioners... is
a major initiative begun in 1996 to help build and implement
standards and guidelines for career development practice
across Canada.
The first phase of the initiative began
a consultation with the career development community to
test support for this initiative. Phase 2 involved the development,
testing, revision and validation of the standards and guidelines
with practitioners across the country. A draft of these
standards and guidelines was distributed for endorsement
in the fall of 2000 and received widespread support. As
a result, the standards and guidelines were presented and
launched at NATCON in January 2001.
Phase 3 will involve a series of systematic
field tests to gather information on ways of applying the
standards and guidelines in specific work and professional
development situations. The information will be used to
develop practical tools and long-term strategies to promote
the use and application of the standards and guidelines
across the career development community.

Blueprint for Life/Work Designs...
maps out the life/work competencies Canadians
need to master in order to pro-actively and self-reliantly
manage their career-building process from K-Adult. It provides
administrators and practitioners with a systematic process
for developing, implementing, evaluating and marketing career
development programs or redesigning and enhancing existing
programs.
