Addressing Labour Market Information Issues for Persons with Disabilities

INTRODUCTION

The Canadian Labour Force Development Board’s (CLFDB) recent development of guidelines for the development, supply and use of labour market information is a critical first step toward matching the plethora of information out there to real needs within communities.

With these guidelines as a backdrop, the Canada/BC Joint Committee for Enhanced Labour Market Information is working alongside its community partners to enhance the content and delivery of LMI to its audiences.

To ensure that the considerations of persons with disabilities are included, BC’s Office for Disability Issues (ODI), in partnership with Vancouver Hospital’s Health Sciences Centre - GF Strong (VHHSC) and BC’s Educational Association of Disabled Students (BCEADS), has undertaken community consultations to determine the LMI needs of the disability community. The project, Accessible LMI, was conducted in four phases:

Phase I - Investigative Review ... identifies current activities relating to the production and delivery of LMI to persons with disabilities. Field enquiries and a scan of existing electronic LMI sites reveal a profile of the status quo regarding LMI and persons with disabilities.

Phase II - Community Consultations ... individual and group discussions with LMI practitioners and persons with disabilities identify the needs and interests of people with disabilities in their efforts to access LMI. This consultation phase also examines the extent to which LMI content, delivery methods and mediums are appropriate and effective from a cross-disability perspective.

Phase III - CLFDB Standards Review ... reviews the CLFDB’s criteria, guidelines and performance indicators for LMI products and services from a disability perspective. It includes revisions and additions which reflect the considerations and concerns of persons from across disability categories.

Phase IV - A Framework for the Coordinated Delivery of LMI to Persons With Disabilities ... based on the results of the community consultations, the framework puts into practice what was learned. The framework outlines a step-by-step approach to the community-based delivery of LM information and services. It incorporates the barrier-reducing features related to information content, language, format, and delivery options.
